is a long-term housing solution that combines affordable rental housing with voluntary, individualized support services. It is designed for individuals and families experiencing chronic homelessness, especially those with disabilities, mental health conditions, or substance use disorders.
Key features of PSH include:
- Permanent tenancy (not time-limited)
- Low-barrier access (no sobriety or service participation requirements for entry)
- On-site or mobile supportive services, such as case management, health care coordination, and life skills training
- Affordable rent, typically no more than 30% of a resident’s income
